Another session, another delay
According to Bitcoinist, Chairman Tim Scott's office indicated the markup has been rescheduled for early 2026 while bipartisan negotiations continue. The bill is the one that would finally say out loud who regulates what: defining the roles of the SEC and CFTC, putting the CFTC over spot crypto markets, and applying securities law more clearly to token issuers and intermediaries.
Markets took it the way markets take a delay. Bitcoin dropped toward the mid-$85,000s, Ethereum lost the $3,000 handle, and total market value fell to about $2.93 trillion β its lowest in several weeks.
the average crypto RSI fell to around 32, indicating that the market is within oversold territory

What it means for degens
Market structure legislation sounds like something that happens to other people, but it is the single biggest open question hanging over launchpads and the tokens they mint. The whole fight over whether a freshly deployed Solana token is a security, and who gets to say so, runs straight through this bill. Every postponement leaves that question unanswered for another quarter, which keeps regulated venues cautious and keeps the memecoin market where it has always been: entirely on-chain, entirely on you.
